usleep_noData() does not work for timing functions any more

The functions like lrElapsedMs(&timer, time_ms) should tell the delay function when it has to stop.
This does not work any more. But it is essential for lot of stuff like button debouncing.

A jitter test would be nice. Min/max etc.
